How is stamp duty calculated in the ACT?

ACT conveyance duty is progressive from 0.28% up to 6.4%, switching to a flat 4.54% of the full value above $1,455,000. The ACT has been phasing duty down for years as it moves to a rates based system, so its entry rates are the lowest in the country.

Do first home buyers pay stamp duty in the ACT?

Under the Home Buyer Concession Scheme, eligible buyers pay no duty at all. From 1 July 2026 there is no property price cap and no income test: the scheme is a full duty exemption on any ACT residential property, including vacant land. You must not have owned property in the previous five years, and you must live in the home for at least a year, starting within a year of settlement.

Do foreign buyers pay a surcharge in the ACT?

No. The ACT does not levy a foreign purchaser duty surcharge on residential property, unlike the six states.
